FY 2016 – 17 GUIDELINES FOR APPLYING FOR NAPA COUNTY VISITOR MANAGEMENT GRANTS

All applications must be made online through the Common Grant Application software, and all supporting documents must be uploaded as PDFs; failure to follow the instructions will result in automatic rejection.
Beginning with the FY 2016 – 17 grant cycle, the Napa County Board of Supervisors has asked the Napa County Arts & Culture Advisory Committee (NCACAC) to solicit and assess requests for grants, and provide recommendations for the discretionary portion of its annual Special Projects Funds, Visitor Management allocation. The total amount of funds to be disbursed to groups for FY 20162017 is approximately $115,000. This represents onethird of the total Special Projects Fund – Visitor Management/Destination Marketing allocation.
Who And What Are Eligible
Not withstanding grants awarded in previous years, only registered 501(c)(3) Organizations located in Napa County that operate within a mission that describes arts, culture and/or heritage as the primary purpose of the organization are eligible to apply. Arts and culture organizations may apply through a fiscal sponsor, so long as that fiscal sponsor is also a 501c3 with a primary purpose of arts, culture, and/or heritage. Fiscal sponsor organizations may not utilize grant award funds to cover administrative costs associated with fiscally sponsored groups or projects. Applicants are allowed to submit applications in partnership with other Napa County organizations. Eligible organizations may submit more than one proposal (e.g. one for the UPDATED - OCTOBER 26, 2015 organization itself and another proposal in partnership with other organizations). Applicants may submit grants under both this program and under the Arts & Culture Capacity Building grant program.
Important dates and deadlines:
Mar. 1, 2016 (5pm PST) Completed applications for grants due via Common Grant software. Grant applications made available to NCACAC and review panel.
April 12, 2016 Panelist evaluations submitted to NCACAC for consideration.
April 25, 2016 Public meeting at which the NCACAC discusses grant applications and makes final grant recommendations to the Napa County Board of Supervisors.
TBD (tentative) Public meeting of Napa County Board of Supervisors to review the Committee’s recommendations and make final determination as to grant awards and amounts
TBD (tentative) Grant agreements submitted to Napa County Board of Supervisors for funding approval July 2015 (tentative) Checks mailed to Grantees (funding may occur up to 30 days after funding approval).
April 30, 2017 Grant period closes, all grant funds must be spent or returned to the County of Napa
May 30, 2017 Postgrant reports due
Napa County Arts & Cultural Advisory Committee will apply the following criteria in its assessment of grant applications:
1. Programs/events must demonstrate they a) drive overnight hotel stays and/or b) enrich the visitor experience. Preference may be given for programs/events during need periods (late November through April, and Sunday – Thursday nights).
2. The primary design of programs/events must be arts, cultural, or heritage activities.
3. Applicants must be a designated 501(c)3 nonprofit based in Napa County, CA that operates within a mission that describes arts, culture and/or heritage as the primary purpose of the organization.
4. Program/event producers must have a proven track record with similar UPDATED - OCTOBER 26, 2015 activities in the past, demonstrated in supplemental documents (eg. resumé/CV, letters of support, and past program materials)
5. Applicants must demonstrate that they have a viable and sustainable business plan, including ample cash on hand to fund operations of the event. These grants are intended to amplify existing marketing efforts versus operations.
6. Programs/events must demonstrate how it supports the goals of cultural tourism for Napa County
7. Applicant must demonstrate how the program/event supports its organization’s mission and strategic goals

Grant recipients must ensure that the Napa County Board of Supervisors receives full credit as the funding source and that the Housing and Intergovernmental Affairs and the Napa County Arts and Cultural Advisory Committee are acknowledged as the grant administrators. Publicizing the benefit of the grant and recognizing the funding source are critical in demonstrating program effectiveness to our legislators and community. Additionally, it is a condition of the Visitor Management Grant Program funding that all press releases and other communications from grantees receiving county funds shall clearly state the percentage of the total project cost which will be financed with county money.
Publications and information releases about the project must credit the Napa County Board of Supervisors. An appropriate statement for a publication or project press release is:
“This organization is funded, in part, by the Napa County Board of Supervisors through the Napa County Arts and Cultural Advisory Committee.” This credit line on products of a project, such as materials and publicity, is important to foster support from the public and by County funding sources.
Post Grant Reporting Guidelines
In order to track and evaluate the impact of the funds awarded, all grantees are required to submit a final report to the Board of Supervisors outlining the accomplishments of the organization during the grant period. The final report should be viewed as an opportunity to explain what did and did not work through both qualitative and quantitative measures.
These reports will be used to monitor the individual success of each grant, to enhance the monitoring and evaluation, and the impact of arts and culture organizations in Napa County. Information collected from the reports will be used to develop ongoing strategies in the grant process.
Applicants without a completed final report will not be considered for future funding. Final report content will be taken into consideration for future grant applications.
